Job Description REQUIRED COMPETENCES At least 3 years relevant experience in emergency post emergency countries Demonstrated skill and experience in report writing and financial/budget management, monitoring and evaluation, combined with strong team management skills and experience Proved skills of project writing following format of the main international donors (UN, ECHO, EU) Availability to move frequently and spend some time in remote areas Excellent knowledge of the French language, both written and spoken DESIRABLE COMPETENCES Previous experience of mission of assessment for writing of project proposal in new areas WORK CONTEXT CESVI works in Congo RDC since 2001, with the double commitment to assist the victims of the humanitarian crisis in the Eastern provinces and to support the health sector in the capitol Kinshasa. In the Eastern Provinces Cesvi is implementing emergency and post emergency programmes in Ituri, North Kivu and Haut Huélé The office for coordination in logistics, administration and liasion to donorsis located in Bunia Bunia is also the field base for the implementation activities in Ituri district. CESVI's main sectors of intervention in the East are rehabilitation of infrastructures, water and sanitation, education, and protection Each sector is coordinated by an expatriate staff who is working on various projects implemented in the same area JOB DESCRIPTION The collaboration will start in January 2010 The activities will be implemented in the North East of DRC The person will respond to the HQs Desk Officer The person will work in collaboration and under the supervision of CESVI Area Coordinator based in Bunia Main tasks: His/her work will be of general responsibility for monitoring and evaluation of all the projects implemented by Cesvi in the Eastern areas S/he ensures timely delivery of expected outputs and reports from the sectors responsible in the different provinces and will collaborate with the Area Coordinator for communication to donors S/he ensures all projects adhere to relevant procedures of Donors and host country government S/he will contribute to the individuation and preparation of new project proposals to be submitted to the donors S/he will organize and implement assessment missions in the Eastern Province for individuation of new projects and writing of new proposals S/he will support the expatriate staff of CESVI in writing and revising the documents of the new project proposals S/he will attend the cluster meetings and other relevant coordination meetings
