Job Description The Progressio Development Worker (DW), working as a Local Participatory Governance Adviser, will support the General Assistance and Voluntary Organisation (GAVO) in assisting local government efforts to establish legal reform for increasing citizen involvement in local decision-making, including participatory planning and budgeting, mandatory public meetings, discussion forums and referenda on local issues. The placement is part of a wider Progressio EC-funded Non-State Actors (NSA) project in Somaliland and the DW will assist GAVO to collaborate with other local partners involved in the NSA project. The post holder will have a degree level qualification or equivalent diploma in a relevant discipline, and education/training in specific aspects of community development. You should have a minimum of three years’ direct work experience on participatory planning and/or budgeting for local governance with NGOs, local communities and local government units. Experience in training men and women both formally and informally; in initiating legal reforms for increasing citizen involvement in local decision-making; in strengthening the interaction between government and civil society within the framework of civic participation; in building the capacity of CSOs in advocacy and lobbying for changes in policy, and of working in a resource poor environment are essential. You should have the ability to transfer skills and knowledge through formal or informal training and skill-sharing; an understanding of the importance of good networking and information strategies surrounding citizen involvement in local municipalities; excellent research and analytical skills, including the ability to translate complex (and potentially sensitive) ideas/issues into briefings and presentations for diverse audiences; excellent interpersonal and communication skills, and maturity and sound political judgement. The ability to plan, prioritise and implement own work; to promote a gender sensitive approach in all areas concerning governance and poverty; good problem solving skills; drive for innovation and excellence; willingness to travel in the region and within Somaliland; cultural sensitivity in an Islamic setting; and willingness/ability to learn the basics of the Somali language are also essential.
