Job Description We are currently seeking a Monitoring and Evaluation Manager for ACDI/VOCA’s current PL 480 Title II Food Security Program in Uganda. This project is being implemented in the post-conflict areas of northern Uganda and targets resettled internally displaced persons. The project has two components: 1) reducing food insecurity for vulnerable populations through an agriculture objective; and 2) a food distribution program for 42,000 PLWHA and their families. The Monitoring and Evaluation Manager will be responsible for monitoring the performance of agriculture and food distribution activities and managing the systems for collecting M&E information. The position will be based in Lira, with frequent travel to program areas, including Gulu, Soroti and Pader as well as to the main office in Kampala. Responsibilities: - Review grantees’ quarterly performance progress reports and ensure compliance with ACDI/VOCA reporting guidelines. - Assist in the data analysis and preparation of quarterly operational reports and annual results reports that are submitted to the donor. - Ensure compliance with USAID Office of Food for Peace implementation and reporting guidelines as well as ACDI/VOCA’s corporate M&E systems; keep up-to-date on changing donor requirements, new food security initiatives, etc. - Manage and oversee a technical team of cross-sectoral M&E specialists and assistants and direct data collection activities of field-based personnel. - Guide technical direction of the M&E approach and strategy in consultation with the Development Projects Manager, the Chief of Party and the ACDI/VOCA headquarters-based M&E specialist for the program. - Design, implement, and lead comprehensive, efficient and effective M&E training and capacity-building programs for international and local grantees, partners and program staff. - Build capacity of staff and partners on M&E tools and analysis, data management, data analysis, basic surveying and sampling techniques, report writing techniques and requirements for ACDI/VOCA and other relevant donors. - Coordinate baseline, midterm and final evaluations as well as annual impact survey activities in addition to other studies/evaluations as needed; investigate opportunities for pilot initiatives or special studies. - Serve as the primary drafter and editor of grantee project reports, proposals, donor reports and needs assessments for dissemination. - Ensure the continued maintenance and improvement of the project database. Qualifications: - Minimum of five years of development experience as part of international donor-funded projects with a proven record of project management - A master’s degree in the fields of social sciences, governance, health, economic growth or other related field - Significant experience in the design and implementation of M&E systems for capacity building interventions - Previous experience designing and implementing M&E training for international organizations and USAID-funded projects - Demonstrated experience in data collection, statistical analysis and reporting, including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.) - Familiarity with USAID rules and regulations (preferably the Office of Food for Peace)
