Job Description This position reports administratively to the Area Coordinator and technically to the Logistics Coordinator. The Field Logistics Officer will be based in our field programmes within Southern Sudan. The successful candidate would be responsible for the following duties: Office / Accommodation / fleet Management: - Oversee office and guest house setup and maintenance ensuring the smooth running of offices and guest houses including power supply, water systems, equipment maintenance, and compound maintenance. - Establish and maintain the vehicle scheduling system including daily movement board, monthly event calendar, trip authorization by project coordinator, etc. - Supervise drivers and guards to assure good keeping of vehicle logs, fuel logs, generator log and maintenance of all related equipment. - Maintain the vehicle fleet and ensure that vehicles are adequately equipped with safety and emergency supplies and communications equipment. (already indicated ‘maintain the vehicle fleet�). Administrative and Management: - Ensure necessary records are being generated and filed for equipment maintenance, asset inventory records, track asset use, and stock management. - Line manage support staff including drivers, guards, cook and cleaners. Already indicated in bullet 3 above. Make scheduled evaluations. Train and coach as necessary. - Participate in the recruitment and selection of support staff in coordination with the Area Coordinator.. - Provide input into new funding proposals for the continuation and extension of MC’s activities - Generate monthly logistic reports, which will include the summarised data on fuel consumption, full stock tally, critical stock depletion, and other logistic and security matters. Procurement and Supply Management: - Manage local and international procurement according to MC Policies and Guidelines - Track procurements: track cargo movements and monitor supply “pipeline� to ensure more timely deliveries - Oversee stock management system - Implement systems to monitor project consumption of drugs and medical supplies (through good stock management); implement required extra security measures for storage of sensitive drugs and medical supplies. Security and Communications: - Track security risks; map security incidents in your geographical area. - Ensure security procedures are adhered to by national and international staff. - Manage all office communications and IT equipment - Initiate and follow “movement security plans� along with mission leader. Establish call-back / contact schedule, alert thresholds, and maintain close communication with the Area Coordinator and Country Director in case of any incident or lost contact with teams. Programmatic: - Provide required logistical support for field teams and technical staff - Directly implement logistically heavy programme activities such as bed net distributions. - Liaise closely with the MC Technical team to ensure technically sound programme implementation - Work closely with government counterparts and NGO partners to ensure capacity building, sustainability, and ownership in the programme work - Train and supervise implementing field teams in the logistic aspects of activity. Other: - .Attend relevant logistic coordination meetings, or other meetings as requested by the coordinator. - Other relevant tasks as required Person Specification Essential 1. Minimum 2 years of field experience in a complex logistics setup. Proven NGO experience in a developing country 2. Experience with local and international procurement 3. Knowledge of stock and warehouse management 4. Experience in personnel management 5. Initiative, leadership skills, works well with a dynamic international team 6. Excellent written and spoken English 7. Strong computer skills particularly Microsoft Office 8. Requires minimal supervision; creative problem solving Desirable: 1. Experience working in Southern Sudan, Africa, or another humanitarian context 2. Advanced degree in a specialisation related to logistics, engineering, business administration or public health. 3. Knowledge of project management and project cycles 4. Basic bookkeeping knowledge
